PUBLIC NOTICE NOTICE OF INTENT TO REQUEST THE RELEASE OF FUNDS (Published in Finance and Commerce September 16, 2026)City of Minneapolis, Minnesota 380M City Hall 350 South Fifth St. Minneapolis, MN 55415 (612) 673-2188 On or about September 24, 2026, the City of Minneapolis will submit a request to the U.S. Department of Housing & Urban Development (HUD) for the release of Community Project Funding (CPF) for the rehabilitation of the Phyllis Wheatley Community Center at 1301 10th Avenue North in Minneapolis, MN Hennepin County. Phyllis Wheatley Community Center will receive repairs and upgrades to the organization's longstanding facility in North Minneapolis. These improvements will ensure the building remains safe, accessible, energy-efficient, and fully functional for the thousands of low-income families and individuals who rely on its programs and services. As the building is a contributing property to the National Register of Historic Places-eligible Bethune Complex, work will need to be consistent with the Secretary of Interior's Rehabilitation Standards. Funding under this request totals approximately $632,500 in CPF funding made available pursuant to the authority of the Consolidated Appropriations Act, 2024 (Public Law 118-42) and the Explanatory Statement for Division L of that Act, which was printed in the Senate section of the Congressional Record on March 5, 2024 (Explanatory Statement) as deemed to be amended by the Further Consolidated Appropriations Act, 2024 (Public Laws 118-47). The City of Minneapolis has determined that the activities proposed are categorically excluded from National Environmental Policy Act requirements per HUD regulations at 24 CFR Part 58.35 (a)(3)(iii). Release of Funds The City of Minneapolis certifies to the U.S. Department of Housing & Urban Development that Margaret Anderson Kelliher in her capacity as City Operations Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The U.S. Department of Housing & Urban Development's approval of the certification satisfies its responsibilities under NEPA and allows the City of Minneapolis to use Program funds. Objections to Release of Funds The U.S. Department of Housing & Urban Development will accept objections to its release of funds and the City of Minneapolis' certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Minneapolis; (b) the City of Minneapolis has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by U.S Department of Housing & Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Minnesota Office of the Department of Housing & Urban Development, Community Planning and Development (CPD) at CPDRROFMIN@hud.gov.
