OFFICIAL PUBLICATION EXCERPTS FROM THE MINNEAPOLIS CITY COUNCIL OFFICIAL PROCEEDINGS REGULAR MEETING OF APRIL 17, 2025 (Published in Finance & Commerce on April 19, 2025)The following official acts were signed by Mayor Jacob Frey on April 18, 2025. Minnesota Statutes, Section 331A.01, Subd 10, allows for summary publication of ordinances and resolutions in the official newspaper of the city. A complete copy of each summarized ordinance and resolution is available for public inspection in the Office of City Clerk. COUNCIL ACTION 2025A-0283 The Minneapolis City Council hereby: 1. Consents to the assignment, assumption, and amendment of a Small and Medium Multifamily loan in the amount of $2,450,000 from LB Corcoran 5 LLC to Cielo Sin Limites (Sky Without Limits Cooperative), or an affiliated entity. 2. Authorizes the execution of agreements to effectuate Local Initiatives Support Corporation's transfer of $2,450,000 promissory note to the City and the assignment and amendment transactions described in this report. On roll call, the result was: Ayes: Payne, Wonsley, Rainville, Vetaw, Ellison, Osman, Cashman, Jenkins, Chavez, Chughtai, Koski, Chowdhury, Palmisano (13) Noes: (0) Absent: (0) Adopted. On behalf of the Climate & Infrastructure Committee, Cashman offered Resolution 2025R-108 concurring with the City Engineer's variance request from Minnesota Department of Transportation Municipal State Aid Rules for the reconstruction of Cedar Lake Rd bridge over BNSF railroad. (State Aid Project No. S.A.P. 141-406-002). COUNCIL ACTION 2025A-0289 The Minneapolis City Council hereby: 1. Authorizes an amendment to an agreement with Mississippi Watershed Management Organization (MWMO) for construction of a regional stormwater treatment system on the Upper Harbor site to amend final design, allowable construction dates, and clarify expectations and responsibilities. 2. Authorizes an amendment to a Reciprocal Operating and Easement Agreement (REOA) with Mississippi Watershed Management Organization (MWMO), Minneapolis Park & Recreation Board (MPRB) and consented to by United Properties Development, LLC, and Port of Minneapolis, LLC for a district stormwater system on the Upper Harbor site to amend allowable construction dates and clarify requirements related to shared access to the Upper Harbor site. 3. Delegates authority to the City Engineer to approve future changes to the design and timing of construction of the Southern Regional Treatment System that do not materially change the obligations or risks to the City to be reflected through contract amendments in form approved by the City Attorney's Office. Accepts a grant from the International Council for Local Environmental Initiatives (ICLEI) for $249,773, for geothermal planning in Environmental Justice communities. 2. Authorizes an agreement with the International Council for Local Environmental Initiatives (ICLEI), in the amount of $249,773, for geothermal planning in Environmental Justice communities. 3. Authorizes a contract with Great Plains Institute, in the amount of $203,272, to work with community partners to inform and develop geothermal projects in environmental justice communities. 4. Passage of Resolution 2025R-111 approving appropriation of funds to the Health Department.
