COUNCIL ACTION 2026A-0186 Palmisano moved to grant the appeal submitted by Nancy Nash on behalf of Mount Olivet Evangelical Lutheran Church regarding the decision of the Heritage Preservation Commission (PLAN20710) denying the demolition of historic resource application for the property located at 1700 50th St W, based on the following findings of fact: 1. In consideration of the full record and the criteria in the heritage preservation ordinance, including the property's significance, integrity, current use, economic value, renovation costs, and potential alternative uses, there are no reasonable alternatives to the proposed demolition of the building. 2. Documentation in the record from Landscape Research LLC, an historical consultant engaged by the property owner, reasonably concludes that the church does not meet Criterion 4 for significant architecture for reasons including that its Gothic Revival style was a late example in Minneapolis and it was not exemplary among other Gothic Revival churches in the city. The documentation further reasonably finds that the church does not meet Criterion 6 for significant architects as the architectural firm, Bard & Vanderbilt, that designed the church has other better and more representative church designs in other styles. 3. Cost analyses and professional estimates by ESG Architects and Kraus-Anderson Construction in the record demonstrate that rehabilitating the existing church building would be economically infeasible and offer limited usefulness to the property owner to provide a flexible community space with a brewery and coffee house, whereas demolition and new construction would provide comparable costs with greater functionality for the proposed use.
